It is now official: members who have voted against the Azerbaijan delegation to the Parliamentary Assembly of the Council of Europe have been banned from entering the country, as declared by the Azerbaijani Foreign Ministry, Ayhan Hajizade. In an interview on Radio Liberty, German parliamentary deputy Frank Schwabe stated that Azerbaijan “does not respect the values” of the PACE and that the institution’s observers were not invited by the country to the elections to the Milli Majlis. In response, the Azerbaijani Foreign Ministry stressed that "Frank Schwabe is well aware that the only reason why PACE representatives were not invited to observe the elections to the Milli Majlis is that the mandate of the Azerbaijani delegation has not yet been restored. And this is despite the promises made to our country at the political level, including by German officials," as reported by the news agency Turan. Nevertheless, Schwabe declared to be willing to enter the country for COP29.

On the other hand, about 60 OSCE Parliamentary Assembly observers will be sent to the country, to control and monitor Azerbaijani’s parliamentary elections on September 1. The head of the Irish delegation, Michael Creed, who will work as a Special Coordinator and Head of the OSCE observer mission, declared that “These early parliamentary elections are undoubtedly significant, especially given the context of the recent early presidential election held just six months ago, and the upcoming hosting by Azerbaijan of a major UN international event. Our team of observers aims to provide an impartial and thorough assessment, with the sole goal of supporting the adherence to democratic standards and values and ensuring a fair and transparent electoral process for the people of Azerbaijan.”
